USCIS will soon choose more H-1B visa applications from those already submitted using a random lottery. People who are selected will be told that they can now apply for an H-1B visa.

There will not be another chance to apply for H-1B visas specifically for people with master’s degrees. The initial selection process already filled the required number of spots for advanced degree applicants, so no further selection for them will be made.

Reason : Enough master’s cap registrations were already selected. In simple , the required quota for the master’s cap is Full.

The upcoming second lottery will only include people from the general pool of applicants, not those applying with a master’s degree.

In short, the second lottery will only select from the general H-1B visa applicants, excluding those with advanced degrees.
